Law to allow troop deployment to other countries during martial law to ‘repel and deter armed aggression against Ukraine,' among other reasons, says explanatory note

Ukrainian President Volodymyr Zelenskyy on Monday signed a bill into law, allowing for the deployment of his country's troops in other countries during martial law.

The status of the bill, which was posted on the online portal of the Verkhovna Rada, the parliament, was updated, indicating it was returned with Zelenskyy's signature after it was sent back in late February.

The bill was submitted to parliament in early January, and adopted on Feb. 25 following proposals to its draft made by Zelenskyy himself.

According to an explanatory note submitted along with the legislation, the bill will allow the deployment of Ukrainian troops in other countries during martial law.

This will allow Kyiv to carry out activities related to “ensuring national security and defense, repelling and deterring armed aggression against Ukraine, protecting its sovereignty and territorial integrity, as well as exercising the right to self-defense in accordance with Article 51 of the UN Charter,” the note said.

The Ukrainian president first declared martial law and general mobilization on Feb. 24, 2022, when Russia launched its "special military operation" in Ukraine, which has been raging on for over three years. Martial law has been extended multiple times since then.
