Despite the blocking attempt by Turkey"s Nationalist Movement Party, MHP, the "solution package" was passed in the commission. It is going to be passed in Parliament next week. Therefore, an important step will be taken in the sense of having a legitimate ground for the solution.
Were it not for Qandil''s misreading in the aftermath of the Gezi events or the conjecture, we would have accomplished this legal regulation a year ago.
We have advanced to this stage with the contributions of the Prime Minister and Imrali.
The solution was designed as a three-step plan.
1. The beginning of PKK"s retreat
2. The legitimization of the resolution process
3. Disarmament and descending from mountain.
The solution package at the parliament, in effect, has advanced to the second stage. It is a quite critical moment. If we can appropriately evaluate the upcoming days, the major move will be taken after autumn. Let me elaborate on this. Turkey has witnessed many Prime Ministers. The first initiative regarding the Kurdish question was taken by Özal. Considering the words of Mesut Yilmaz "the way to the EU passes through Diyarbakir" or Süleyman Demirel "we recognize the Kurdish reality", they could not accomplish their claims. Conversely, during their leading years in the 90s, the Kurdish question became a catastrophe. The most powerful and steadfast solution plan regarding the Kurdish question was portrayed at the term of Recep Tayyip Erdogan. Erdogan believed that this issue was not going to be resolved through the military action. More importantly, he was a leader who had been elected eight consecutive times. He proved the initiative for the solution in its most powerful way, as he established the legal mechanisms and ground for the process. Now he is rising to Çankaya as the architect of the solution. This also means that the initiative is advancing to the level of Presidency.
During the meeting in which his presidential nomination was announced, he made the most important emphasis on the resolution process. The meaning of the solution initiative in advancing to the Presidency level signifies that the process will bear a stronger initiative.
This is the primary and most important point. However, it"s not only that. At the "Resolution Workshop" organized in Diyarbakir on June 6, Deputy Prime Minister Besir Atalay stated that a new roadmap would be a historical, concrete and goal-oriented one, and in this case, the legal regulations were going to be carried out and passed in the parliament.
We all have seen that this was not just a word he uttered in the workshop as the solution package was literally offered in the parliament. If this regulation can be evaluated well, a greater step will be taken in the upcoming autumn. At this point, I want to share with you an important part of the Deputy Prime Minister Besir Atalay"s speech at AK Party"s MKYK (general assembly) meeting that gives us important hints regarding the upcoming course of the process. Please note that it is the Prime Minister who is leading the presidency in the MKYK meetings. This speech was given in the presence of the Prime Minister. Besir Atalay begins his speech, "We are on the last crossroad of the process." He adds, "God willing, we want to finish this." The upcoming sentence is also significant. "Despite the caprice of PKK or its willing to go out of the ongoing political hub of air, we are determined to accomplish this. We know that with such caprice they are willing to go out of the political, democratic medium. Kurds also know this." Mr. Atalay"s point here is significant. He adds, "We will remain on this ground, the ground for the solution". And this is actually a promise. His subsequent word proves how this promise is going to be significant. "In the past, the governments then occasionally derailed from the democratic ground due to this caprice. However, we are insisting to be on the democratic ground". Atalay"s last word is "we are going to solve this."
Thus, I am predicting a more comprehensive package is on the way in the autumn on condition that the process is well administered. However, we must be mindful regarding this calendar considering the developments at AK Party. After the Presidential elections, AK Party will go to an extraordinary congress in the upcoming autumn where the new prime minister, the new government and the general party leader will be elected.
The words such as disarmament or farewell to weapons sound like music to us, but it"s easy to say. We are confronting a matter that has its roots on an ethnic dispute and military movement in a geographical location like the Middle East.
For this, the primary things are:
1. PKK must take the topic of disarmament to the top of its agenda. In other words, PKK must disarm itself.
2. A comprehensive legal regulation will be established at the size of disarmament. The part of "descending from the mountain" is to be done.
Forget about the "returning home" law. This was a dead law. It did not meet any need. A comprehensive legal regulation will take place to meet the needs of the process.
Certain mechanisms will be established to track the disarmament and the descending from the mountain.
There are three elements in PKK.
1. Those who went up to the mountain but were not involved in any military action. It is known that they are the majority.
2. Those who were involved in military struggle and took place in conflicts.
3. The organization leaders, who were involved in conflicts. These are not the ones in Qandil only. It includes the PKK presidential council and leaders in other military structures.
The military structure of men is known as YPG, and women as YJA-Star teams.
4. The rehabilitation of those who are descending from the mountain. The rehabilitation of women and their integration into society is another significant case.
In the PKK structure, the percentage of women is nearing 40%. It is not expected that after holding guns for many years, they will simply return home and make pastry.
What is expected is the big package due in the autumn.
